Alvan Ikoku Federal University of Education, Owerri, Imo State invites applications from suitably qualified and experienced candidates for appointment to the post of Director of Procurement.DUTIESThe Director of Procurement shall be the Chief Procurement Officer of the University and shall be responsible to the Vice-Chancellor and the University Governing Council for the effective coordination, regulation, and administration of all procurement activities of the University.The duties shall include:i.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Serving as Secretary to the Procurement Planning Committee and the University's Tenders Board.ii.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Providing strategic leadership for the University's procurement system in compliance with the Public Procurement Act and other extant regulations governing procurement in Federal Institutions.iii.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Coordinating the preparation, implementation, and monitoring of the University Procurement Plan in line with approved budgets.iv.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Advising Management on procurement policies, procedures, and best practices to ensure transparency, competitiveness, value for money, and accountability.v.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Supervising the preparation of bidding documents, evaluation of tenders, and award processes in accordance with due process requirements.vi.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Ensuring proper documentation, record keeping, and reporting of procurement transactions.vii.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Overseeing contract administration, vendor performance monitoring, and compliance with contractual obligations.viii.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Liaising with relevant regulatory bodies and ensuring adherence to audit requirements and procurement guidelines.ix.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Managing the Directorate of Procurement, including staff supervision, capacity building, and performance management.x.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Performing such other duties as may be assigned by the Vice-Chancellor in liaison with the University Governing Council from time to time.QUALIFICATIONSCandidates must:i.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Possess a good Bachelor's Degree in any of Purchasing and Supply, Procurement and Supply Chain Management, Business Administration, Economics, Accounting, Law, Engineering, Quantity Surveying, Architecture, Statistics, Financial Studies, Computer Science, Building, Building Technology, regional and Urban Planning, or other relevant disciplines from a recognized institution.ii.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Be a certified procurement officer with evidence of professional certification and license.iii.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Be professionally registered with relevant bodies such as the Chartered Institute of Purchasing and Supply Management of Nigeria (CIPSMN) or other recognized procurement/supply chain professional bodies.iv.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Demonstrate sound knowledge of public procurement laws, contract negotiation, bid analysis, financial regulations, and e-procurement systems.v.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Possess strong analytical, managerial, and leadership skills, with proven integrity and ability to uphold transparency and accountability in procurement processes.vi.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Be proficient in computer applications and relevant procurement management systems.vii.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Not be more than 59 years of age at the time of application.viii.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;
