<p><span style="color:#231F20;">Alvan Ikoku Federal University of Education, Owerri, Imo State invites applications from suitably qualified and experienced candidates for appointment to the post of Director of Procurement.</span></p><p><span style="color:#231F20;"><strong>DUTIES</strong></span></p><p><span style="color:#231F20;">The Director of Procurement shall be the Chief Procurement Officer of the University and shall be responsible to the Vice-Chancellor and the University Governing Council for the effective coordination, regulation, and administration of all procurement activities of the University.</span></p><p><span style="color:#231F20;">The duties shall include:</span></p><p><span style="color:#231F20;">i. Serving as Secretary to the Procurement Planning Committee and the University's Tenders Board.</span></p><p><span style="color:#231F20;">ii. Providing strategic leadership for the University's procurement system in compliance with the Public Procurement Act and other extant regulations governing procurement in Federal Institutions.</span></p><p><span style="color:#231F20;">iii. Coordinating the preparation, implementation, and monitoring of the University Procurement Plan in line with approved budgets.</span></p><p><span style="color:#231F20;">iv. Advising Management on procurement policies, procedures, and best practices to ensure transparency, competitiveness, value for money, and accountability.</span></p><p><span style="color:#231F20;">v. Supervising the preparation of bidding documents, evaluation of tenders, and award processes in accordance with due process requirements.</span></p><p><span style="color:#231F20;">vi. Ensuring proper documentation, record keeping, and reporting of procurement transactions.</span></p><p><span style="color:#231F20;">vii. Overseeing contract administration, vendor performance monitoring, and compliance with contractual obligations.</span></p><p><span style="color:#231F20;">viii. Liaising with relevant regulatory bodies and ensuring adherence to audit requirements and procurement guidelines.</span></p><p><span style="color:#231F20;">ix. Managing the Directorate of Procurement, including staff supervision, capacity building, and performance management.</span></p><p><span style="color:#231F20;">x. Performing such other duties as may be assigned by the Vice-Chancellor in liaison with the University Governing Council from time to time.</span></p><p><span style="color:#231F20;"><strong>QUALIFICATIONS</strong></span></p><p><span style="color:#231F20;">Candidates must:</span></p><p><span style="color:#231F20;">i. Possess a good Bachelor's Degree in any of Purchasing and Supply, Procurement and Supply Chain Management, Business Administration, Economics, Accounting, Law, Engineering, Quantity Surveying, Architecture, Statistics, Financial Studies, Computer Science, Building, Building Technology, regional and Urban Planning, or other relevant disciplines from a recognized institution.</span></p><p><span style="color:#231F20;">ii. Be a certified procurement officer with evidence of professional certification and license.</span></p><p><span style="color:#231F20;">iii. Be professionally registered with relevant bodies such as the Chartered Institute of Purchasing and Supply Management of Nigeria (CIPSMN) or other recognized procurement/supply chain professional bodies.</span></p><p><span style="color:#231F20;">iv. Demonstrate sound knowledge of public procurement laws, contract negotiation, bid analysis, financial regulations, and e-procurement systems.</span></p><p><span style="color:#231F20;">v. Possess strong analytical, managerial, and leadership skills, with proven integrity and ability to uphold transparency and accountability in procurement processes.</span></p><p><span style="color:#231F20;">vi. Be proficient in computer applications and relevant procurement management systems.</span></p><p><span style="color:#231F20;">vii. Not be more than 59 years of age at the time of application.</span></p><p><span style="color:#231F20;">viii. Possession of a postgraduate degree and/or additional professional certifications shall be an added advantage.</span></p><p><span style="color:#231F20;"><strong>TENURE</strong></span></p><p><span style="color:#231F20;">The post is a tenured appointment for a single term of five (5) years.</span></p><p><span style="color:#231F20;"><strong>CONDITIONS OF SERVICE</strong></span></p><p><span style="color:#231F20;">The appointment shall be on <strong>CONTISS15 </strong>and subject to conditions of service applicable to Federal Universities in Nigeria.</span></p><p><span style="color:#231F20;"><strong>METHOD OF APPLICATION</strong></span></p><p><span style="color:#231F20;">Applicants should submit twenty-five (25) copies of their applications with a detailed Curriculum Vitae (CV) containing standard biodata, qualifications, experience, professional registration, training, and three (3) referees.</span></p><p><span style="color:#231F20;">Shortlisted candidates shall be required to submit a Vision Statement (not more than 1,000 words) on procurement reforms, transparency, and value-for-money strategies for Alvan Ikoku Federal University of Education.</span></p><p><span style="color:#231F20;">Applications in sealed envelopes marked <strong>"Director of Procurement" </strong>should be addressed to:</span></p><p><span style="color:#231F20;"><strong>The Registrar</strong></span></p><p><span style="color:#231F20;">Alvan Ikoku Federal University of Education</span></p><p><span style="color:#231F20;">P.M.B.1033,Owerri</span></p><p><span style="color:#231F20;">Imo State, Nigeria</span></p><p><span style="color:#231F20;">Confidential reports from referees should be sent directly to the Registrar.</span></p><p><span style="color:#231F20;"><strong>Closing Date: </strong>Not later than six (6) weeks from the date of this advertisement.</span></p><p> </p><p><span style="color:#231F20;"><strong>This advertisement was published in March 9, 2026 editions of the Sun newspaper and Nation newspaper</strong></span></p>
