VACANCY FOR THE POST OF REGISTRAR, BURSAR AND UNIVERSITY LIBRARIAN
PREAMBLE:
In accordance with the provisions of the Universities (Miscellaneous Provisions) Act 1993 as amended by the Universities (Miscellaneous Provisions) (Amendment) Act, 2003, the Governing Council of Alvan Ikoku Federal University of Education, Owerri invites suitably qualified candidates with the requisite experience to apply for the posts of Registrar, Bursar and University Librarian in the new University.

The Alvan Ikoku Federal University of Education, Owerri, which took off in October 2023, represents a significant milestone in teacher education in Nigeria. Evolving from a Teacher Training College founded in 1963, the institution has offered degree programmes in affiliation with the University of Nigeria, Nsukka since 1981 and postgraduate training in affiliation with the TRCN since 2012. Recently upgraded to a University of Education by President Bola Ahmed Tinubu, GCFR, the University presently comprises six academic faculties and is equipped with the state-of-the-art facilities. The University is positioned to address Nigeria’s perennial shortage of qualified teachers and envisions becoming a technology-driven Centre of Excellence in education and a leader in innovation and societal transformation.
1.THE REGISTRAR
The Registrar is the Chief Administrative Officer of the University, responsible to the Vice-Chancellor for the day-to- day administration of the University. The Registrar is also the Secretary to the University Governing Council, Senate, Congregation and Convocation.
REQUIREMENTS FOR THE CANDIDATE
The candidate for the post of Registrar must possess a minimum of a second class lower degree from a recognised University. Possession of higher degree(s), professional qualifications and membership of professional bodies will be an added advantage. The candidate is expected to:
- Not be below the rank of Deputy Registrar;
- Demonstrate evidence of consummate management and leadership passion and drive in previous positions and in addition, must possess excellent communication and interpersonal relationship skills;
- Exhibit the ability to be a team leader, who can lead by example, has clear mentorship skills and plans, should not be older than fifty-nine (59) years of age upon appointment;
- Enjoy strong physical and mental health;
- Possess personal integrity, demonstrate transparency in private and public life, be able to command the respect and loyalty of staff, students and other members of the University Community;
- Be computer literate;
- Have a good working knowledge of current contemporary administrative principles, processes and practices.
TERMS AND CONDITIONS OF SERVICE APPLICABLE TO THE POST
The Registrar shall hold office for a single term of five (5) years only on such terms and conditions as may be specified in the letter of appointment. The remuneration and other conditions of service are as applicable to the post of Registrar in all Federal Universities in Nigeria and as may be determined from time to time by the Federal Government/Governing Council of the University.
2.THE BURSAR
The Bursar is the Chief Financial Officer of the University and is directly responsible to the Vice-Chancellor for the management and control of the finances of the University.
He/She shall advise the Vice-Chancellor on finance-related matters, coordinate the development and update the University’s financial management plans; coordinate the preparation of periodic income and expenditure statements, balance sheet, cash flow estimates and consolidation, when necessary. He/She shall ensure that accurate records are maintained of all assets and liabilities held by the University. The duties shall include monitoring monthly income and expenditure and balance sheet variances against the budgets and ensuring that they are reconciled; monitoring treasury activities, including cash flow projections and forecasts for prudence and accountability; and negotiating with financial and government institutions with regard to financial matters.
REQUIREMENTS FOR THE CANDIDATE
The candidate for the post of Bursar must possess a good B.Sc degree in Accounting or Finance (not below second class lower division) from a reputable university or its equivalent. Possession of a higher qualification will be an added advantage.The applicant must possess any of the following professionally recognised accountancy qualifications: ACA, ACCA, ACMA, ICAN, CNA, or ANAN. The candidate is also expected to:
- Not be below the rank of a Deputy Bursar, Directorate level, or top managerial/financial position in an institution of higher learning;
- Demonstrate evidence of consummate management and leadership passion and drive in previous positions and in addition, possess excellent communication and interpersonal relationship skills;
- Exhibit the ability to be a team leader, who can lead by example and has clear mentorship skills and plans; and should not be older than fifty-nine (59) years upon appointment;
- Exhibit a considerable degree of competence, responsiveness, demonstrable integrity and transparency on matters of financial resource management with outstanding experience;
- Be a person with good leadership qualities who can inspire and motivate colleagues, a person with a clear vision for the development of the University and must be ready to implement the vision of the University;
- Be focused and innovative, computer literate, and must have a good working understanding of communication by internet;
- Be in excellent physical and mental health.
TERMS AND CONDITIONS OF SERVICE APPLICABLE TO THE POST
The Bursar shall hold office for a single term of five (5) years only on such terms and conditions as may be specified in the letter of appointment.The remuneration and other conditions of service are as applicable to the post of Bursar in all Federal Universities in Nigeria and as may be determined from time to time by the Federal Government/Governing Council of the University.
3. THE UNIVERSITY LIBRARIAN
The University Librarian is a Principal Officer and head of the university’s Library and shall be responsible to the Vice-Chancellor for the overall administration of the University Library, its branches and extensions and for providing library services for the entire University Community.
- Ensure that students and staff have essential library services including reference assistance, library materials, bibliography instruction, interlibrary loan and document delivery, as well as access to reserve materials;
- Prepare library budgets;
- Serve as primary contact at the library for students and staff;
- Design, and maintain access to E-library web pages, databases and user interfaces;
- Assist staff with designing course-specific web pages and providing intellectual property rights;
- Be in excellent physical and mental health.
REQUIREMENTS FOR THE CANDIDATE
The candidate for the post of Librarian must possess a minimum of second class lower degree and Ph.D. from recognised University. The candidate is also expected to:
- Not be below the rank of Deputy Librarian, who has spent at least four (4) years on the post;
- Have a considerable number of scholarly publications in reputable journals;
- Be a member of the following:
- Librarian Registration Council of Nigeria
- Nigeria Library Association;
- Be computer literate and proficient in relevant computer applications as applicable to the running of a complex and modern University Library.
- Must not be older than 65 years of age at the time of appointment.

The remuneration and other conditions of service are as applicable to the post of Librarian in all Federal Universities in Nigeria and as may be determined from time to time by the Federal Government/Governing Council of the University.
